Reports to: Chairperson, Local Link Kerry Board of Directors

Location: Offices are located in Castleisland, County Kerry

Hours: Full Time (37.5 hours a week) Office is open Monday to Friday 08:30 – 17:00. Due to the nature of the position and the business this position may involve working flexible hours including evenings and weekends, as required and agreed in advance.

Salary Scale: €75,350

Background:

Kerry Community Transport CLG t/a Local Link Kerry is a Transport Co-ordination Unit with responsibility for the development, co-ordination, management & implementation of public transport across County Kerry under the TFI Local Link brand. There are 15 Transport Coordination Units (TCU) operating nationally under the remit of the National Transport Authority (NTA).

Purpose of Position:

The General Manager is responsible for the Strategic, Operational & Leadership of Local Link Kerry (LLK), ensuring the effective and efficient delivery of rural transport services across County Kerry.

This role involves managing daily operations, driving business growth, improving service delivery, maintaining stakeholder relationships, and ensuring alignment with the strategic objectives outlined in LLK’s Strategic Plan and the Funding Agreement with the National Transport Authority (NTA).

Key Responsibilities:

Strategic Leadership & Governance:

  • Implement the directions and obligations of LLK’s Funding Agreement with the NTA.
  • Collaborate with the Board of Directors to implement, review, and refine policies, strategies, and organisational goals.
  • Prepare and present detailed monthly progress reports to the Chairperson, demonstrating alignment with LLK’s Strategic Plan and the NTA contract.
  • Support the Chairperson in planning and coordinating Board meetings.
  • Lead the development and implementation of LLK’s Annual Plan and 2024–2027 Strategic Plan and future Strategic Plans.

 Stakeholder Engagement & Representation:

  • Represent LLK at national and local meetings, conferences, and networking events.
  • Build and maintain strong, collaborative relationships with key stakeholders including the NTA, Department of Transport, Kerry County Council, HSE, Bus Éireann, local development companies, and other Local Link offices.
  • Promote and advocate for LLK’s role in shaping countywide and national rural transport policy.
  • Facilitate cross-boundary collaboration with neighbouring Local Link Transport Coordination Units (TCUs) to share knowledge and coordinate services.

 Operational Management:

  • Oversee the effective delivery of all LLK services and new initiatives.
  • Ensure the company complies with reporting requirements and data submissions (e.g. ITMS monthly returns).
  • Approve payments, contracts, and key operational decisions within organisational policy.
  • Provide clear, insightful reports and recommendations to stakeholders, clients, and the Board.
  • Oversee Policy development and update existing policies as required.
  • Ensure that the staff handbook is revised and updated as necessary.

 People Management:

  • Lead and develop a motivated, high-performing team.
  • Recruit and retain qualified personnel, ensuring appropriate staffing levels.
  • Conduct regular performance appraisals and implement staff development plans.
  • Promote a positive and energetic workplace culture.
  • Approve payroll, leave requests, and team timesheets.
  • Handle grievance procedures with professionalism and in accordance with company policy.

Financial Management:

  • Oversee all financial operations, including budgeting, payroll, banking, and reporting to Revenue, the Companies Registration Office, and the Charities Regulator.
  • Ensure responsible management of LLK’s finances within approved budgets.
  • Work closely with the Finance & Audit Sub Committee, HR & Governance Sub Committee and Board of Directors to maintain strong financial Governance and Compliance.
  • Engage with the NTA on financial matters, ensuring timely and accurate reporting in line with grant agreements.

 Procurement:

  • Lead the procurement and appraisal process for service contracts, in collaboration with the NTA and LLK team members.

Health & Safety:

  • Ensure adherence to LLK’s Safety Management System and health & safety policies.
  • Monitor safety standards across all services and implement improvements where necessary.
  • Investigate incidents and enforce corrective actions as required.

Other Duties:

  • Undertake any other reasonable and lawful instructions from the Board.

Skills & Qualifications

Essential:

  • Minimum of 5 years’ experience in a senior management role within a commercial or public service environment.
  • Proven ability to manage diverse teams and organisational functions.
  • Strong strategic planning, policy development, and implementation skills.
  • Demonstrated financial management expertise including budgeting and reporting.
  • Excellent interpersonal, communication, and stakeholder engagement skills.
  • Proficient in IT systems, including reporting and financial software.

Desirable:

  • Experience in transport, logistics, or community services.
  • Knowledge of public procurement processes.
  • Familiarity with working in a Board-governed or non-profit environment.
